Nevertheless after Ryan's announcement that he would retire from Congress, Trump generally known as Ryan a "actually good man" who will "depart a legacy of feat that no particular person can question" on social media.

"I'm thankful for all Paul has done for the NRCC and am confident he has set us on a path to keep our majority", he added.

"(Ryan) was the face of the younger, more reform-minded conservative moment.he was not only the political leader of the party, but was was the intellectual leader of the party".

Speculation over Ryan's future on Capitol Hill has been swirling since Politico reported in December that the speaker saw his "wild Washington journey coming to an end". A self-styled budget guru, Ryan had made tax cuts a centerpiece of his legislative agenda, and a personal cause, and Congress delivered on that late a year ago.

He said his decision to retire was driven by a desire to spend more time with his family and not by the turmoil in the White House.

Buck says that while Ryan did not seek the position of speaker, "he told his colleagues that serving as speaker has been the professional honor of his life, and he thanked them for the trust they placed in him".

On Wednesday, he that President Donald Trump, with whom he has had a sometimes hard relationship, with setting the stage to make that happen, adding "I'm proud of what we have accomplished".

Rather than go down with the ship - or perhaps suffer the same fate as Tom Foley in 1994, the last sitting speaker to lose a re-election race - Mr Ryan is reserving his seat on a lifeboat.

McCarthy sought to replace former GOP Speaker John Boehner in 2015 but couldn't collect enough votes, opening the way for Ryan, then chairman of the House Ways and Means Committee, to step forward.

While it has always been expected that Ryan would leave after the 115th Congress, sources close to him have said for weeks they expected he would run again in order to raise money for the party and not throw his conference into a leadership battle.

Steve Scalise and Kevin McCarthy are among the Republican congressmen being touted as possible replacements.

In the 2012 presidential election, he was the Republican Party nominee for vice president, running alongside former Massachusetts Governor Mitt Romney. He said that the 2018 midterms and the chance that he wouldn't be speaker didn't factor at all into his decision to announce his retirement.

"This morning Speaker Ryan shared with his colleagues that this will be his past year as a member of the House", Brendan Buck said.

"I have no reason to believe that that's going to happen", Ryan said at a news conference.

Hoping to push forward on conservative legislation, Ryan worked with the president more than against, but he was still - on a near-daily basis - quizzed by reporters on the latest Trump tweet or sound-off.

A majority of all present members of the House of Representatives - Republicans, Democrats and independents - are needed to claim the speakership. Both men spoke at the closed-door meeting Wednesday, delivering tributes to Ryan.

On Tuesday night he made calls to extended family and a few close friends, CBS News' Arden Farhi reports.

Vos did not immediately respond to a request for comment. His campaign has support from the national party, and it said it raised US$4.75 million through the end of March. Janesville school teacher Cathy Myers is also running as a Democrat.
