"What Opposition parties have done in Rajya Sabha today led by Congress party is absolutely unprecedented".

The Congress on Wednesday urged the House not to convert the Rajya Sabha TV into BJP's TV, alleging "discrimination" against the opposition parties while giving coverage on the public broadcaster.

Mr Naidu said, he wants the House to function effectively and constructively as per parliamentary procedures and also allow any issue to be raised by anybody as per rules and procedures. He said, he has told the Floor Leaders if the House proceedings are disrupted at the start, he would have no option but to adjourn the House till lunch.

Leader of the Opposition Ghulam Nabi Azad said that this was a serious matter and all parties should get equal time on this TV.

"Which is why we wanted to raise this issue since morning and which is why we have boycotted the House for the whole day", he said, and alleged that the moment MPs get up to raise several issues during zero hour, the House is adjourned till 2 pm.

Though the BSP members did not return to the House after the opposition walk out, sources said they were not part of the deliberations through the day. Kurien then adjourned the House till 3 pm on Tuesday. One of members was heard saying "boycott the House". Some developments take place late evening and we are not allowed to speak.

The letter spoke of infringement of the federal rights as the Rajya Sabha was the Council of the States. "What's the use then of having a Parliament", he asked. In a democracy even the voice of the opposition is heard.

Azad was joined by other Opposition leaders including Samajwadi Party's Naresh Agarwal, O'Brien and Communist Party of India-Marxist's Tapan Sen in the protest.

Also on Monday, Ghulam Nabi Azad had accused the government of treating opposition leaders as "potential terrorists", tapping their phones and persecuting opposition leaders by using the CBI and the Enforcement Directorate (ED) to intimidate them.
